The Scientific Commission Public Business Administration deals with management issues in organizations in the health care, non-profit and public sectors as well as in intersectoral cooperation from different perspectives. Functional specializations include strategic and performance management, human resource management, financial management and procurement. The members take into account the specific conditions and characteristics of these organizations. These special features include, for example, the goal of fulfilling public tasks and the non-profit orientation compared to private commercial organizations, which are typically the focus of business administration, but also the influence of and proximity to politics as well as the importance of administrative and legal approaches.

Research and teaching in the field of Public Business Administration is more relevant than ever, especially in times of ‘grand challenges’ as complex global challenges facing our society and the focus on achieving the Sustainable Development Goals.

The aim of the Commission is to promote the exchange and networking of German-speaking academics in the fields of health care, nonprofit and public management. To this end, the Scientific Commission ÖBWL organizes an annual conference (sometimes integrated into the annual conference of the VHB) to discuss research projects and results as well as current challenges in academic teaching and management practice of organizations in the health care, nonprofit and public sectors.


The Scientific Commission ÖBWL actively promotes young researchers. Every year, a workshop for young researchers is held, to which all young researchers (e.g. junior professors, postdocs, doctoral students) from the fields of public, health and non-profit management or related fields who are fundamentally interested in an academic career are invited.


The Scientific Commission ÖBWL was founded in 1979 on the initiative of Prof. em. Dr. Dr. h.c. mult. Peter Eichhorn and today has more than 160 members.
